Presumably the nursery will have it risk analysis and environmental statement to hand for its defence.<BR/><BR/>If the nursery has moved next to Habens I think he has every right to complain.<BR/><BR/>Personally I think things started going down hill when the smokeless zoning dictats finally laid to rest any hope of controlling the younger members of society by forcing them to clean chimneys.<BR/><BR/>Is it really too much to ask that the under 10's use the streets quietly and respectfully and without shouting, swearing, spitting, banging on people's doors, smoking and drinking?<BR/><BR/>Hmm. I expect he would claim his human rights are being infringed.
