In a similar vein one might compare old and ...Hmm.<br /><br />In a similar vein one might compare old and young councillors or, if you will pardon the oxymoron, 'council workers'.<br /><br />Older people generally have adult and nominally self supporting children and have probably paid for their property or perhaps have a low rent with some sort of fixed increases as a maximum.<br /><br />Therefore they require less income than yonger people who have children to bring up and mortgages (or whatever) to support.<br /><br />They also likely have more time on theor hands and so could be expected to use public transport rather then personal cars - especially if they have a free bus pass.<br /><br />Of course what it means is that someone with a new Ferrari (for the sake of argument)would pay less per day than someone with a well maintained 10 year old economical small diesel - or indeed anything.
