Guilty Until Proven Innocent


It sad to read that these days it is common practice for some organisations to assume that people are guilty until they can prove themselves innocent.

Such is the case wrt the Church of England and its attitude towards volunteer bell ringers, florists and organists.

The Telegraph recently reported that figures obtained through the Freedom of Information Act show that at least 58,000 people have been vetted by the Church in the last 12 months alone, before being allowed to work in parishes or take back office roles.

Over 80% of the checks carried out by individual dioceses were on volunteers. The checks usually used in relation to adults working with children in Sunday schools and church crèches (a target of the government’s Disclosure and Barring Service (DBS)).

However, the research also found that large numbers of volunteers with positions including organists, choir members, bell ringers, altar servers, welcome stewards and tour guides had also been subjected to criminal record checks.
The Archbishop of Canterbury, the Most Rev Justin Welby, seems to be driving the zealous approach; as he has said that the Church was being “utterly ruthless” in its approach to criminal record checks even though cases of abuse are “negligible”.

The Archbishop said that volunteers refusing checks will be told:
“You can’t come to church”.
Why do flower arrangers need to be checked?

The CofE insisted it would "make no apology for taking action to ensure our systems our as robust as possible".

An atmosphere of mistrust and suspicion hardly sounds welcoming, what will the church turn itself into if it suspects everyone of being guilty?

Just ask Annabel Hayter!


Annabel Hayter quit after more than a decade arranging the flowers at Gloucester cathedral after being ordered to undergo a criminal record check.

Despite having minimal contact with children, church authorities were concerned that the volunteer and her fellow flower-arrangers – with an average age of around 70 – shared a lavatory with choirboys.

The move – in 2010 – led to the resignation of six members of the cathedral’s flower guild.
Mrs Hayter said she had been "deeply insulted" by the demands for criminal record checks.

Mrs Hayter said:
“I had worked in that cathedral for 15 years – I’d had the clergy to dinner in my house – and I felt it was offensive to be told I’d have to go through a criminal records check.

It is an imposition that just creates suspicion and changes people’s perceptions of the church.

A DBS check is only as good as the day it is done as has been proved time and time again. What is required is awareness and vigilance by everyone. 

A DBS check gives everyone a false feeling of security and people’s guard is down.”
The church welcomes all comers, so long as they can prove their innocence.

Nanny's 57,000 Felons



Despite Coalition promises to do away with (or at least tone down) the requirements that all and sundry be vetted lest they wish to interact with children, it transpires that the promise was nothing more than hot air.

The Telegraph reports that over 57,000 volunteers (of which 11,000 were mothers, fathers and grandparents) have been subjected to Nanny's vetting procedure this academic year thus far.

It seems that instead of a reduction in the number of "vettings", the total number this academic year will exceed last year's!
The Manifesto Club has issued a report that highlights the fact that many parents are being treated like “felons on remand” after volunteering to help read with young children, supervise school trips, take part in language exchanges, lead a “walking bus” and help out at discos.

Some are even being forced to register with the Criminal Records Bureau to escort their children into the school building or watch sons and daughters playing sport.

Unsurprisingly the vetting process is putting many people off volunteering, as they are made to feel like “second-class citizens” by hostile fearful schools that now resemble prisons (shrouded in barbed wire, with electronic entry systems etc) rather than places of learning and enlightenment.

Nanny's Department for Education spokeswoman said:
“We expect headteachers to take a common-sense approach to criminal record checks and adhere to the changes this government brought in to ensure the vetting system was scaled back to sensible levels.” 
Well Nanny might "expect common-sense", but that clearly is not an expectation that is being fulfilled.

The result of living in a Nanny state has turned many people into box ticking automatons, devoid of common-sense and responsibility. Thus Nanny's schools are giving kids a very ugly lesson indeed; fear all adults, abrogate your responsibilities by ticking boxes and let the state do your thinking for you.

Prats of The Week - Hellesdon Parish Council

Ooh err missus, I have been so occupied with other Nanny matters that there has been quite a gap since my last "Prats of The Week" Award.

Therefore, without further ado, I am happy to announce that this week it goes to Nanny's chums from Hellesdon Parish Council.

For why?

Just ask Samantha Dade, a professional child minder who needed to accompany her five year old diabetic daughter (Tilly-Rose) to a Christmas party held in in the Hellesdon community centre the other week.

Sadly for Mrs Dade and her daughter, she was told that she would not be allowed to accompany Tilly-Rose (even though Tilly-Rose doesn't have "hypo awareness" and cannot sense when she is in danger) which in effect would mean that Tilly-Rose could not go.

Why was Mrs Dade banned?

Hellesdon Parish Council's policy sates that only adults who are CRB checked would be allowed to come to the party. One wonders what an adult with evil intentions could do in a public place surrounded by other adults, but Nanny's rules are somewhat inflexible.

Anyhoo, the rather "odd" thing is that Mrs Dade does in fact have CRB accreditation, done by Norfolk County Council.

So all's well that ends well?

No, for you see Hellesdon Parish Council insisted that the check has to be carried out by them as well, and that Norfolk County Council's CRB check is not transferable.

Suffice to say a stink was raised over this nonsense.

Can you guess what happened next children?

Yes, that's right, Hellesdon Parish Council in the face of being made to look like knobheads in public changed its mind and reversed its decision.

The Lowestoft Journal reports that at a meeting last week, Hellesdon Parish Council decided to revoke their decision on barring Mrs Dade from taking her daughter to their party on Saturday – but only after banning the Norwich Evening News and Eastern Daily Press from the meeting.

Nanny Bans Parents II - Isambard Community School Withdraws Policy



My thanks to a loyal reader who has sent me a link to a press release issued by the Isamabrd Community School, in response to the story about them requiring parents to be CRB checked if they wish to watch their kids play sports etc.

Apparently, it's all been a terrible misunderstanding over a "small story" (the school's phrase not mine)!

How did this "misunderstanding" come about?

It seems that the local paper was given "out-dated information regarding this issue".

Cough!

In other words there was a CRB check requirement, but the school withdrew it either before the article went to press or just after the article was published.

Oh, and by the way, what the fark is "enrichment time" when it is at home?

Here is the press release in full from the school website:
"In light of the recent press coverage regarding CRB checks on parents wishing to watch their children play in sports fixtures we would like to issue the following statement:

Parents are more than welcome to attend to watch sports fixtures at Isambard Community School. 

However, there is no access to the sports pitches through the main school building. Parents are requested to use the Tadpole Lane entrance where there is ample parking. There have previously been issues with parents and other visitors arriving at the Isambard Way entrance and being annoyed to be asked to drive to Tadpole Lane. However, we are unable to allow visitors access through the school during the normal school day, which includes the enrichment time between 3:15pm and 6pm. We hope this clarifies the school’s position.

We are very disappointed that the Swindon Advertiser and other newspapers have made such a big issue out of this small story whilst ignoring the outstanding examinations results achieved in the summer (see here) and our contribution to the local community, for example, the annual Lantern Parade held in October (see below).

We apologise for the fact that the Advertiser were given out-dated information regarding this issue prior to the article going to press."
Methinks I smell a whiff of last term's pork pie here.

Nanny Bans Parents



My thanks to a loyal reader who pointed me to the goings on at The Isambard Community School in Swindon, which has absorbed Nanny's hysteria about all adults being a threat to children hook line and sinker.

According to the Telegraph the school has banned parents from watching their children take part in sports events, unless they pass a criminal records check.

In other words all adults are deemed guilty of being child predators unless they can prove otherwise!

Neil Park wanted to see his son George play rugby, but was banned from entering the school because he hadn't had a CRB check.

The message that this sort of nonsense sends kids is that adults cannot be trusted, and should be feared.

When I was a kid I was taught very simply not to talk to strangers or take sweets etc from them and, if in difficulty, I should ask for help from a policeman.

Sage advice which, aside from the lack of policemen these days, is still valid.

A child will not be abducted in public if it follows that simple guidance.

Regarding CRB checks, they simply "prove" that the person carrying a "clean" CRB is not registered on a database has having committed a crime; that of course doesn't mean that he/she hasn't committed or won't commit a crime.

Nanny is teaching children to fear all adults, that is not healthy and is in itself is a from of child abuse is it not?

Nanny Bans Sanity Clause



Tis soon the season to be miserable etc, as Nanny and the ongoing global financial crisis do their respective bests to undermine any feeling of joy and hope.

In this respect it should come as no surprise whatsoever to learn that Nanny's little helpers are doing their best to put the mockers on the old tradition of sitting on Santa's lap (an old fat guy with a bright red face).

Schools up and down that land, feeling festive and frivolous, have been allowed to dispense with a Criminal Records Bureau check on those seeking to play Santa in the school grotto.

Hoozah!

However, this being Nanny Britain, many schools are erring on the side of caution.

As such, they are imposing rules on "grotto behaviour".

Children will be banned from sitting on Santa's lap, and will not be allowed to be left alone with him.

That's a nice message to send kids, isn't it?

Quite what the schools think Santa can do, given that the parents are within earshot and visual range of their kids I don't know.

The schools are not entirely to blame for this, government guidance states: 
 
“Under no circumstances must a volunteer who has not obtained a CRB disclosure … be left unsupervised with children.” 
 
Thus, one can assume that the rule applies to Santa!
Le's face it, subjecting a child to physical contact (eg a hug, lap sitting etc) by a well meaning adult is guaranteed to leave them emotionally scarred. Far better that they receive absolutely no physical contact at all, ever.

That way they will grow up to be well balanced, emotionally mature adults!

Errrm...hang on a minute??

However, it's not all bad news. That other staple of the British Christmas season, panto, is still being allowed to continue.

Panto is where the principle boy, played by a girl in a short tunic, gets to kiss the leading lady, and where a middle aged bloke gets to dress in women's clothes and make jokes loaded with sexual innuendo.

Six miles to London, and still no sign of Dick!

Guilty Until Proven Innocent



I see that Nanny's obsession with her mantra of "won't someone think of the children?", has reached dizzying heights of intrusiveness and zealotry.

Criminal records checks are still being routinely carried out on children as young as ten (the deemed age of criminal responsibility), despite the "promise" by the government that these checks would be scaled back.

Children are having their background vetted when they volunteer for such normal childhood activities as; cricket/tennis coaches, doing work experience, leading girlguides and scouts etc. Additionally, the children of foster carers are also having their records checked.

It seems that there were nearly 60,000 applications for CRB checks on children aged 16 and under (including four 10 year olds) in the last year.

Some councils and organisations engage in blanket vetting of all youngsters, ie they assume that all humans are threats to others until a bureaucratic check "proves" otherwise!

Hardly a nice message to send to children entering adulthood!

This of course provides a nice little earner for the Criminal Records Bureau (CRB), for you see they are paid a nice fat fee for every check requested!

He has watered down the requirement for a CRB check, in the face of public outrage.

Hoozah!

The requirement will not apply to 11 million people.

CRB Checks for Swimmers

CRB Checks for SwimmersYou know how Nanny is so afraid of anything happening to children that she insists that all who come into contact with them on a professional level (eg teachers, volunteers, coaches etc) have CRB (Criminal Record Bureau) checks done first?

Well, she has thought about it and realised that there is a failure of logic.

Cue the dramatic roll on the drums!

For you see dear readers, teachers, volunteers etc are not the only adults to come into contact with children...are they?

Adults pursuing their ordinary day to day activities may come into contact with children as well.

Thus Nanny is tightening up her CRB rules and insisting that local swimming clubs (who wish to have Swim 21 accreditation) perform CRB checks on all those over 18 who join...lest they come into contact with those in the club who are under 18.

Errmmm...am I alone in thinking that this is not a tad paranoid?

Given that people in the clubs swim together, what precisely could happen in such a group scenario?

I would also note that adults are not placed in the same swim lanes as the under 18's.

Those who join clubs under the age of 18 do not have to have a CRB check. However, as and when they turn 18 they do. Additionally, coaches who wish to teach at more than one club have to have CRB's performed at each club they work at (even though the check is performed by the same police force and same call centre).

Has Nanny totally lost the plot here?

Now here is a little question for Nanny.

You know how much she loves her forthcoming great waste of resources, namely The 2012 Olympics?

Will all British Olympic athletes (and indeed foreign ones too) need to be CRB checked before the London games, given that there are competitors who will be under 18?

This is but the thin end of the wedge, Nanny will soon insist that all adults have a CRB check performed.

Nanny's obsession with registering us all on some form of database is not abating.

In her view if she can't do it openly, via her much ridiculed id card scheme, then she will do it by sleight of hand via other more nefarious means. Her solution is elegant and simple.

Prescribed occupations!

These are occupations that, in Nanny's view, will require the volunteer/employee to register on a database for vetting by an Orwellian named "Committee of Public Safety". This committee would have absolute power of veto over anyone attempting to work in the "prescribed occupation".

The government estimate that their plans for this will affect over 11 million people, The Register estimates the figure is over 14 million.

The prescribed occupations cover both formal volunteers (eg anyone working with kids or the vulnerable) and many types employees (eg teachers, school caretakers etc). I would note that the default mechanism (ie mission creep) on many job adverts now is for a CRB check to be performed, therefore the net for prescribed occupations is growing larger.

You have been warned, one way or another Nanny will have her database!

Guilty Until Proven Innocent - The Dangers of Mothers

As we know, Nanny has managed to convince all and sundry that every child in Britain is under diabolical threat from predators, incompetents and psychos. The atmosphere of fear that this engenders enables Nanny to supply all manner of "safety" checks and "public" services. These generate her massive amounts of extra revenue, justify her existence and keep the unwashed population (that's you and me folks!) under control.

Here is a fine example of how Nanny has taken control of even the most normal of everyday activities, namely that of a mother taking her son to school.

Jayne Jones had been taking her 14 year old epileptic son Alex each day to school by taxi, she also took with her specialist equipment in case he had a fit.

All well and good until Nanny stuck her bony old nose into the matter. Mrs Jones has now been told that this activity must stop until her details had been run through a Criminal Record Bureau (CRB) check.

Mrs Jones, from Aberfan in south Wales, said:

"It's crazy that I have to be CRB checked before I can ride in a taxi with my own son.

I have to be checked to go in a taxi with him, but if I was able to drive him myself they wouldn't care and even offered to pay me expenses.

The taxi company is great and they carry Alex's medication but they won't use it and they wouldn't know how to put him in the recovery position if needs be
."

Alex takes a combination of 32 anti-convulsant tablets a day, and is currently travelling to his special needs school in Merthyr Tydfil with no one trained to cope if he has an attack.

He has been fitted with the Vagus Nerve Stimulation (VNS) therapy system under the skin, which works like a pacemaker to help control electrical signals which can malfunction and cause him to seize.

His parents are the only ones trained to use and understand the therapy. Yet the council still wants the CRB check.

A spokesman from Merthyr Tydfil Council said:

"The CRB checking is a requirement of our transport provisions in relation to adults travelling on home-to-school transport in the capacity of an escort.

This is a standard requirement and has been for several years.

Any adult acting as an escort will, in the public gaze, be viewed as acting with the full acquiescence of the council and hence with its implied authority.

For the protection of the council and all vulnerable persons in its care it's essential all those endowed with an authority, implicit or explicit, should meet the security requirements within the transport contract provisions
."

I read the above several times, and must confess I haven't a clue what he is talking about and how that really justifies a CRB check on the kid's mother.

The real reason behind the waffle, I suspect, is that the CRB check will generate revenue for Nanny.

Nanny's Child Catchers

Nanny's Child CatchersGive me a child, and he/she will be mine for life...not my philosophy, but Nanny's.

In Nanny's world, the way to ensure that she leaves a permanent legacy on Britain's psyche is to ensure that she gets her message across to the children.

Nanny's increasingly politicised police force are only too willing, these days, to help her achieve her goal.

In the dying days of 2006 it seems that Nanny once more struck a blow against common sense, and scared the hell out of some poor kid, as Guya Persaud's son found to his cost.

Persaud junior is 14 years old, and committed a terrible crime in Nanny's eyes.

What was his crime?

Did he deal drugs?

No!

Did he steal?

No!

Did he wear a hoodie?

No!

He pushed a boy over, who he suspected of bullying his younger brother.

Guess what Nanny did?

She sent her chums from Hertfordshire Police around to sort him out.

Persaud junior is a prefect, and was described as a "model pupil" by his school. That didn't stop Nanny's police from using the full powers of the law to scare the sh*t out of him, officers gave him a formal reprimand after an investigation. His name and offence have now been placed on the Police National Computer.

His reprimand for a "violent crime" will also remain on the separate Criminal Record Bureau (CRB) database, jeopardising his hopes of following in his parents' footsteps and becoming a teacher.

Question...do they do this for all the youths who steal cars, mug people, deal drugs or who are just scum?

Er no...

Why?

Simple, Persaud junior is a soft target and easy to use to improve the police "clean up rate". The others are just too much hard work.

Grant Shapps, the local MP, thinks that the police action was bollocks.

Quote:

"Parents will be concerned to hear police

are invading the classroom

rather than solving violent street crime.

I fear this is the Government's target culture gone mad.

Officers are meeting their targets for

solving violent crime by busying themselves

in the playground

and undermining the authority of schools in the process
."

This roots of this sorry little example of lousy police work go back seven months or so. Persaud junior's 11 year old brother had seemingly been enduring racist bullying at secondary school in Welwyn Garden City, Herts.

Persaud junior confronted one of the alleged tormentors in May, and pushed him three times and on the third occasion, the alleged bully fell over, though he did not report any injuries.

Persaud junior then told a teacher that he had pushed over another pupil. He was suspended from school for two days and had to write a letter of apology.

Problem solved!

Not so, the "victim's" parents needless to say felt obliged to report the incident to the police. Goodness me, if every incident of some child being pushed over in the playground were reported to the police they would really have some work on their hands!

Guya Persaud said:

"When the police first came to see us,

they were slightly embarrassed

and said the whole thing seemed ludicrous.

But the next we heard they had decided to issue a formal reprimand

which means he is now on the Police National Computer.

It will show up on criminal record bureau checks

for the rest of his life.

As a deputy head, I know that if a school gets a positive CRB check

on an application from someone to be a teacher,

it goes straight to the bottom of the pile
."

Hertfordshire Police, seemingly, are more than proud of their contribution to law and order.

So many words, yet so little understanding as to what the role of the police is really meant to be.

I don't know about the rest of you, but the police's actions and attitude in this case scare the hell out of me.

Oh, one more thing...do you think that Nanny's police pressed charges against the racist bully?

I bet they didn't.

Criminal Are Us

You're Nicked!Despite the fact Blairy Poppins and many of her friends, even her wife, are connected in some way or other with the legal system; she seems to have a real grudge against due process, and prefers instead to dish out instant justice.

I wonder if this is related to something that happened in her dim and distant childhood?

Anyhoo, it was recently reported that Nanny's most respected and efficient Home Office had wrongly labelled 1,500 people as criminals in the Criminal Records Bureau (CRB) database.

This blunder has led to some people being turned down for jobs, or university places.

Nanny's Home Office said that the errors arose when personal details were similar to a recorded conviction, but represented "a tiny proportion of cases"; in other words they cocked it up.

The Home Office went on to say that 90% of disputes were resolved within 21 days and, while regrettable, it would not apologise for "caution".

It said it made "no apology for erring on the side of caution".

One of Nanny' trolls from the Home Office said:

"The Criminal Records Bureau's first and foremost priority is to help protect children and vulnerable adults

by assisting organisations who are recruiting people into positions of trust.

These cases are clearly regrettable,

but represent a tiny proportion of cases

0.03% of the nine million disclosures issued by the CRB since it began operating in March 2002.

We err on the side of caution in these rare cases precisely

because it is vital to ensure that the disclosure individuals do not fraudulently try to claim they have no criminal convictions when in fact they have
."

Now here is the rub, Nanny wouldn't apologise for this as she is of the firm belief that it is better to put innocent people in jail rather than allow criminals to walk free.

That concept may play well in the tabloids, who routinely scream for blood, but it overturns centuries of jurisprudence in this country. The very bedrock of our justice system is that you are innocent until proven guilty, and that it is better for a guilty man to walk free rather than for an innocent man to go to jail.

Nanny has reversed that, and has set us on a very dangerous downhill course towards dictatorship.

I hope to God that we are soon rid of her and her nasty, headline chasing, acolytes.
