Nanny USA "Not" Spying on US Citizens

Further to yesterday's article about the NSA collecting phone and internet records of US citizens, James Clapper director of US national intelligence has somewhat muddied the waters by stating that the policy only targets "non-US persons".

Errmm...sorry for being thick...but how does Nanny USA know the nationality of someone on the end of a phone or on a pc?

Anyone care to have a guess as to how Nanny can achieve this seemingly impossible feat?

The good news is that if Mr Clapper is telling the truth, then Nanny USA is only spying on foreigners.

    OK, techy geek time. It's easy to tell the origin of a call or internet message from its routing information which is carried electronically on every telephone call or email. Even if the exact location is masked, any message from outside the country has to come in through a "border" server or exchange. A bit like standing in your front hallway, you know if a conversation is coming from inside or outside the house.

    1. Yes, but that doesn't id the nationality of the person on the end of a phone/pc.

      Do not US citizens travel abroad and make calls etc when abroad?
