    As a nation, we have become obsessed with fines....Kerching as you say Ken.

    It seems everyone and every organisation in the public sector (or unproductive or parasitic sector as I prefer to call them) can hand out fines.

    We have the crazy situation where one publically funded body can fine another publically funded body and, to make it worse, many of my peers cheer them on....Who do they think pay these so called fines? There must be millions and millions of pounds just sloshing about in the machinary of the state.

    I thought that The Conservative Party was going to slash the size of the state and yet, here is another extension to it because, after all, it will take a whole army of box tickers and hi viz clad jobsworths to oversee it and implement it.

    Where public funded bodies have done something seriously wrong, the organisation shouldn't be fined, for the reason you state. Instead, the CEO and board of directors should pick up the tab, including all legal costs!

      Indeed My Lord and, if there is a criminal element to the wrong doing, they should face a court of law.

      It seems to me that these publicly funded organisations who issue so called fines, always seem to inflict a record fine, often which bears no proportion to the wrong committed. It is my belief that many of these fines imposed on private companies and individuals, are little more than a tax and, in my opinion, when The Criminal Justice System is used as little more than an extension to HMRC, both are brought into disrepute.

    I suppose the scroungers on benefits will be excused from paying the fines. I hate socialists, they steal too much.
