Kowtowing To Hi Vis



I know that loyal readers of this site have a somewhat healthy "antipathy" towards the quasi authority status of those who don Nanny's uniform of "power", namely hi vis wearers.

However, there are some who are prone to kowtow to wearers of this garb. Therefore it should come as no surprise to anyone to learn that an "artful rapscallion" in Ramsgate has come up with a ruse, whereby he dons a hi vis jacket and pretends to be a dog warden.

What does this fake dog warden do?

Slap £50 on the spot fines on local dog owners for imaginary offences!

The local council have said that dog wardens are not empowered to issue on the spot fines. I dare say that is true. Unfortunately Nanny has empowered many other "wardens/community officers etc" with the power to slap fines on us that it hard to tell them apart.

I dare say Nanny will, in due course, empower dog wardens with the "right" to issue fines!

    This is the best possible news for the unfortunate inhabitants of Ramsgate.

    From now on, if approached by ANY hi-viz wearing bastard they can clamp them into a painful head-lock and march them down to the local nick. A citizen’s arrest!

    My dog and I will be heading there this afternoon. What’s the best way from London?.....Through Canterbury or head up from Dover?

    I wonder if Nanny really worries that this unauthorized, hi-viz robber is at large bringing Nanny's favourite fetish wear into disrepute, or that she's not getting her cut?

    I have been trying to find out just what powers local "civil enforcement officers" actually have in my area and have found it impossible to gather such information. Under the rule of law, we are supposed to have easy access to what the law is inorder to ensure that we do not fall foul of it.
    I have also tried, again in vain, to find out exactly what powers PCSOs have within the Thames Valley. By making it so difficult to find out what powers these people have, it keeps the population frightened and unsure where they stand. If one assumes that TV PCSOs only have the basic powers that all PCSOs have and it turns out they have more powers, then one could find that one has broken another law, perhaps obstruction, if one resists a PCSO or refuses to co-operate with them.

    Nanny; give us some clarity now.

      I don't think PCSO's have any power whatsoever? If they did, they'd be REAL cops??

      I heard a story that, in law, gas men have more power than a PCSO, such as the right to enter property?

    Tonk - aren't they bound by FOI requests?

    I think that this story gives me the best reason not to pay an on-the-spot fine without completing such rigorous due diligence that the prat will wish he hadn't bothered. They just aren't bright enough to handle the awkward.
