enWhy does the government only change a few specifics that people complain about rather than thinking about why people complained, what's wrong with the scheme and then making appropriate changes as necessary? People aren't stupid. Also, everyone makes mistakes and there is no shame in a U-turn from a bad idea - most people respect people who change their minds after a bad decision.
