He has watered down the requirement for a CRB check, in the face of public outrage.

Hoozah!

The requirement will not apply to 11 million people.

    Oh dear.....£60 times 11,000,000 is errr, getting on for £3/4m....Get set for another tax rise to make up for the loss.....Now, is this a victory for commonsense or, trying to not upset the public before an election?...I suspect the latter.

    enWhy does the government only change a few specifics that people complain about rather than thinking about why people complained, what's wrong with the scheme and then making appropriate changes as necessary? People aren't stupid. Also, everyone makes mistakes and there is no shame in a U-turn from a bad idea - most people respect people who change their minds after a bad decision.
