Bin Brother - The Dangers To Blind People

Bin Brother
Congratulations to Nanny's councillors in Bedford for coming up with a particularity imaginative way to screw the local council taxpayers out of even more money.

A new penalty charge of £1000 is being considered by the counci,l to be imposed on people who leave their bins out for more than 24 hours after they have been emptied....lest a blind person bumps into them.

Errrmm....surely a blind person is as much at risk of bumping into them in the period leading up to the 24 hour deadline, as after?

This seems to me nothing more than a pathetic attempt at the age old practice followed by councils of

  1. So, judging by the size of the fine(extra tax), leaving the bin out is ten times more serious a crime than shop lifting or being drunk and dis-orderly. Good to see our criminal justice system has got it's priorities right.(sarcasm)

  2. According to Mrs Bucko, our local council is not filling in potholes because it is cheaper to pay out claims.
I suppose this would count if a blind person tripped over a pothole. (However unlikely)
We get fined a grand but the council will just pay out claims because they are doing it with our money, not theirs.

This is a classic example of the levying penalties to raise revenue, which is actually illegal. About time somewhat took these money-grubbing tin-pot Town Hall corporations to the courts.

Oop - sorry about typos in previous post. Meanwhile, fixed penalties are illegal and unenforcable: http://www.ashleymote.co.uk/?p=212

If councils are so concerned about blind people bumping into bins, perhaps they might consider a less draconian method of addressing the problem i.e, instructing their bin men to return the bin to the householder's drive after they have emptied them, and not to simply dump them in the middle of the pavement, as some of ours do. Then again,it may well be that this idea has less to do with helping blind people, and a lot more to do with ripping off their council tax payers, as such a sensible policy would lead to a drop in income.

For the first 24 hours the bin is there because the Council say so- therefore it HAS been 'risk assessed' and found to be safe. Only when it is deemed to be the householder's responsibility, does the danger start.
