This is Nanny's "powerful" new message, as she brings in the big guns (the media, Dame Dick of The Yard et al) to reinforce her message. 

Now that the pubs and restaurants are shut, Nanny can no longer blame them for the spread of Covid. As such, she has set her gimlet eye on supermarkets, the fresh air and human beings.

For you see ladies and gentlemen, in order to ensure that she gets no blame for the possible collapse of the NHS (now turned into a state religion by Nanny) she needs someone to blame.

The irony being, as Nick Robinson perfectly correctly states, is that most people are adhering to the rules:

Be that as it may in the event the virus continues to do what it will inevitably do, Nanny will blame people for not following the rules.
