Nanny's Interception of Communications Commissioner (I never knew there was such a person), Sir Paul Kennedy, has come up with a cracking wheeze. He wants local councils to spy on people more, using the Regulation of Investigatory Powers Act (RIPA).

A rather odd request I feel, given that spying requests from councils, police and other officials to phone and internet companies increased from 350,000 in 2006 to more than 500,000 last year.

In fact in June the chairman of the Local Government Association, Sir Simon Milton, wrote to every council in England telling them not to use the law for trivial matters.

Sir Paul doesn't give a stuff about that, he says in his annual report:

"Very few local authorities have used their powers to acquire itemised call records in relation to the investigations which they have conducted.

Indeed, our inspections have shown that, generally, the local authorities could make much more use of communications data as a powerful tool to investigate crime
."

The fact that this law was meant to be used for tracking terrorists, not petty crime and littering etc seems to have escaped him. Another small point that he seems to have missed is that the responsibility for tracking petty criminals etc surely rests with the police, not the local councils?

    And to think, our state broadcaster and archaeologist, (Because they can't help having a little dig)the BBC, has the cheek to be critcal of the Chineses state. Hypocrets one and all!!

    Cue the turkey that trots off Nanny's justification for spying...."If you have nothing to hide...blah blah blah," or should that be a sheepish "bah bah bah?"

    I just don't understand why we need two police forces. Surely one inneficient body is enough.

    We don't need two spying even more on us and then doing nothing but extracting more 'taxes' in the way of fines do we?

    Councils should do what they are paid to do, clean away bins (ha - you'll be lucky) and provide local services (ha - and again).

    Sir Paul 'Davros' Kennedy should be pilloried for suggesting that it is the responsibility of local authorities to investigate crime. This demonstrates just how much of a shift there has been in government powers vs individual freedoms. The fact that there has not been a general outcry against his crass and ignorant utterances just shows how successful the national socialists have been in manipulating and brainwashing joe public.

    Never thought this would happen here. Never would have believed it. But it has.

    I think I may have sussed where all these worthless jobsworths come from.

    Our education system is (and has for some time) been creating people who get fabulous results at A level and then go on to get a mediocre degree in a University that was once a tech college and is now overfilled with its own self-importance.

    These people are told throughout their education process how brilliant they are when they are in fact the epitome of average.

    As a result they come into real life with an expectation of respect and admiration from their new colleagues.

    Some of them of course get brought down to earth with a bump when they find they can't write a coherent report or deal with an irate customer, but others go into a prolonged sulk and take it out on everyone else.

    As a result normal people who have had to develop common sense to survive stop trying to help them and leave them to get on with it.

    Said graduate then develops the 'I know better than you because I'm ejucated' attitude' - in spades.

    They can't hold down a job in a normal company with that attitude, so they end up in government, either national or local, in a non-job that has an appointment process so politically correct that their actual suitability for the job in question is never an issue.

    Voila - Hordes of apparently educated jobsworths with no more idea of how the real word works than my neigbour's budgie.
