This is not clear from the film.
Perhaps, if it is the latter, there is a global dislike of wealth and hence independence from the state, by the global socialists.
We are the state; do as you're told or we'll 'ave you.
I was under the impression that Vilnius was a thriving place, however it's noticeable that these were the ONLY cars parked, illegally or otherwise. It wasn't as though there was a serious obstruction being caused. The place looked like a ghost town...
