The Risk of Cyber Crime and Hacks

She is absolutely correct, all organisations (private and public) are vulnerable to cyber attacks and hacking.

As such the more information that Nanny holds about us, or seeks to gather about us, electronically is prone to theft and misuse.

Do not trust the state with your data, do not trust private corporations with your data!

Charity Scam

Way back in July I mused about whether "charities" were really "charities" or in fact businesses.

It seems clear to me that most are in fact businesses, as verified by reports that The Information Commissioner's Office is looking into claims that an 87-year-old man's personal details were sold or passed on by charities up to 200 times.

The BBC recently reported that that Samuel Rae, who has dementia, lost £35,000 after his information ended up with scammers.

How did the scammers get his information?

The information was passed to charities when Mr Rae filled in a survey, but did not tick a box stating that he did not want his personal details shared.

Former army colonel Mr Rae is said to have been contacted by and asked for money by charities more than 730 times after his data was repeatedly sold.

Call me "picky", but that in my view is harassment of the worst sort!

Charities contacted him for up to five years after he had asked them to stop, with some requesting money as many as 38 times in a year.

Steve Eckersley, of the Information Commissioner's Office, said:
"If charities are buying and selling personal information without any thought of the wishes of the people involved, it suggests not only a disregard for the law, but also a disconnect with the supporters whose generosity they rely on."

Many charities have morphed into businesses, and have lost sight of what they were created to do and who they are meant to serve.

You Are A Fat Bastard!

Oh dear Nanny really can't stop from interfering in our lives, yet again she is fretting that we are a nation of fat bastards.

Thus Nanny intends to issue fat bastard warnings on till receipts, as and when we buy products that she doesn't approve of.

The plans are currently being developed by Nanny's chums from Public Health England, which apparently works on ways to improve the nation’s health and deal with inequalities. Errmm, I thought we have an NHS that is meant to deal with health matters, why do we need a quango doubtless subsidised by the taxpayer?

Duncan Selbie, the Public Health England’s chief executive, said the warnings on till receipts were a way of using behavioural techniques to nudge people towards choosing more healthy eating outcomes.

He is quoted by the Telegraph:
“We need to find four or five big corporates that are relevant to people – so Sainsbury’s, Tesco, Lidl have millions of people on their databases – to reach people.

So let’s say I went to Tesco on Sunday and I got a till receipt and it said I bought various things, and it said you’ve saved £2.21. I think Sainsbury’s do the same thing.”
Selbie said that Public Health England was considering giving supermarkets its algorithms or mathematical codes for working out sugar and fat content in people's shopping baskets.
“What if we gave Sainsbury’s the algorithms that they could personalise to their customer database, so they give their customer base advice about how they could improve their health?

It doesn’t have to cost customers anything more, but it may help them make choices that are better for their health.”
Doubtless Nanny will start accessing the supermarkets' databases in order to "help" her design these algorithms.

I have a simple message for Nanny:

Fuck Off!

Nanny Sells Medical Records For Pittance

Last week NHS England agreed to delay its medical record sharing project (Care.data) by six months, so that people could be better informed about its "benefits".

This delay prompted a backlash from various organisations (eg the BMA) accusing the NHS of backing down to scaremongering (whipped up by the media and various pressure groups) about the dangers of sharing data.

One week on and blinkey blonky blimey we see that the the NHS has been forced to admit that it has been wrongly sharing hospital admission data (from 1989 to 2010) with the insurance industry (the Institute and Faculty of Actuaries).

The information given to the Institute (in exchange for a nominal sum of £2,220) contained details on treatments and diagnoses, age, the area the patient lived in, but not their names. The information was used to produce a report to help insurance firms price their products.

The Health and Social Care Information Centre, which runs the database of records, said "greater scrutiny" should have been applied.

No kidding!

A spokeswoman for the Health and Social Care Information Centre is quoted by the BBC:
"The HSCIC believes greater scrutiny should have been applied by our predecessor body [the centre was known as the NHS Information Centre at the time] prior to an instance where data was shared with an actuarial society.

We would like to restate that full postcodes and dates of birth were not supplied as part of this data and that it was not used to analyse individual insurance premiums, but to analyse general variances in critical illness.

We are absolutely committed to the public understanding what is being done with their information."
I wonder why the rules were not followed, and why the sum Nanny received was so small?

I don't know what annoys me more, the fact that Nanny shared the data with the wrong people or that she sold it for a pittance.

Either way this clearly shows that Nanny cannot be trusted with our data!

Nanny's Shit Database

I am highly gemused to see that Nanny intends to expand her ever growing network of databases.

This time she intends to create one containing dog shit.

Yes, you did read that correctly!

Nanny's chums from the Isle of Wight Council want to create a database containing the DNA taken from dog shit.

For why?

Seemingly this will be used to prosecute dog owners who allow their mutts to befoul (there's a good word!) the pavements.

David Pugh, leader of the Isle of Wight Council, as per the Telegraph told a council meeting:
"We could test samples against the database and trace it to the dog's owner. I imagine we would see an immediate cessation to the problem.

It's something we would have to pilot, and I'm not wishing to make policy on the hoof."
Seemingly the shit can be matched to individual dogs using samples of fur or saliva taken from animals.

Owners must give consent for the DNA sample to be taken from their pet, but it can them remain on the database for the rest of their life.

Well, given that permission is required first, I don't see this as getting anywhere.

I would also ask that, given that we are facing years of austerity and cuts, where exactly is the money coming from to fund this?

Barking mad!

Beware Nanny's Prum Treaty

In the "good old" days of Nu Liebour, Nanny quietly signed up to an EU treaty in 2008 known as the Prum Treaty.

This treaty (yet to be implemented in the UK) entitles EU police forces to access Nanny UK's DNA database, the police fingerprint database and the DVLA records of every driver in Britain.

According to the Mail, Nanny EU is now fed up with the foot dragging of Nanny UK and is threatening to fine the UK unless access is given.

When this is implemented in the event that there is a cock up, ie an innocent person is mistakenly identified as a suspect, innocent Brits will find themselves extradited to a foreign land before they have the chance to prove their innocence in the UK.

Mind you this is par for the course under Liebour, given that it was Bliar that gave the US the right to extradite British citizens to the US to face trial over there (rather than be tried in the UK under British law) without the need for prima facie evidence of a crime.

However, it is only a one way agreement!

- It removes or restricts key protections for defendants
- It was signed and adopted without any parliamentary scrutiny

Under the treaty, the allegations of the US government will be enough to secure the extradition of people from the UK. However, if the UK wants to extradite someone from the US, evidence to the standard of a "reasonable" demonstration of guilt will still be required.

No other EU countries would accept this US demand, either politically or constitutionally. Yet the UK government not only acquiesced, but did so taking advantage of arcane legislative powers to see the treaty signed and implemented without any parliamentary debate or scrutiny.

All happy with this are we?

2011 Census Figures Disputed

Unsurprisingly (given that it is prepared by the remarkably unreliable ONS) the accuracy of the 2011 census data (released yesterday) is already being disputed.

The Telegraph reports:
"Local authorities who simply do not recognise the figures for their areas. The 2011 census reveals that the official numbers have previously understated the scale of net migration by 14 per cent – and that does not take into account illegal immigrants, who would not complete the census form.

Westminster city council in London said it had “serious concerns” about figures that suggested its population had dropped by 9 per cent since the last estimate a year ago, while the council’s own data report a rise in numbers paying council tax."

Big Brother - A Nation of Suspects

Remember in May 2008 when I wrote this?
"I see that Nanny's much "respected" and "efficient" Home Orifice is considering plans to build a humongous database to store the details of every phone call made, every email sent and every web page visited by British citizens in the previous year."
At the time the Conservatives campaigned against such a move.

Move forward some four years and oddly enough, on the same day that Cameron is appearing before Leveson, the Home Orifice and Theresa May have chosen to announce that Nanny intends to go forward with plans to monitor our electronic and online activities.

Nanny intends to track everything we do electronically, in a way that no other democratic country does.

Nanny uses the convenient "it will catch paedophiles" excuse.

Ms May claims that Nanny's laws would only be used to access "crucial bits of information" and would not invade people's privacy. She denied that there was a lack of control over the laws despite admitting that there were more than 500,000 requests for such information.

Pathetic!

The Telegraph quotes Dominic Raab, a Tory MP:
"Mass indiscriminate surveillance risks turning Britain into a nation of suspects.

The security case for extra powers has not been made out, and the technical risks of fraud and data loss are huge.”
David Davis sums up the issue succinctly by noting that it would only catch the innocent and incompetent. He went on to say (as per the Guardian):
"This is exactly the same thing that Labour proposed in 2009. They went from a central database to this and we attacked it fiercely. In fact, David Cameron attacked it.

It's not content, but it's incredibly intrusive.

If they really want to do things like this – and we all accept they use data to catch criminals – get a warrant. Get a judge to sign a warrant, not the guy at the next desk, not somebody else in the same organisation."
He has hit the nail on the head, as with all of Nanny's plans for introducing new laws on this that and the other, she always conveniently fails to remember that we already have laws and procedures (eg relating to warrants) that can (if used properly) deal with issues such as "online criminality".

However, even if we manage to stop this, I am afraid far worse is coming.

Ladies and Gentlemen I present project Stellar Wind (due to go live in 2013):
"Its purpose: to intercept, decipher, analyze, and store vast swaths of the world’s communications as they zap down from satellites and zip through the underground and undersea cables of international, foreign, and domestic networks. The heavily fortified $2 billion center should be up and running in September 2013.
Flowing through its servers and routers and stored in near-bottomless databases will be all forms of communication, including the complete contents of private emails, cell phone calls, and Google searches, as well as all sorts of personal data trails—parking receipts, travel itineraries, bookstore purchases, and other digital “pocket litter.”....

Everybody’s a target; everybody with communication is a target.”
Good luck everyone, we are entering an era where will be watched, monitored and manipulated by the state as never before!

Big Brother - Here Comes The Wind!

In May 2008 I wrote:
"I see that Nanny's much "respected" and "efficient" Home Orifice is considering plans to build a humongous database to store the details of every phone call made, every email sent and every web page visited by British citizens in the previous year.

Oh yes, this will work!

Nanny says that this will help her in her fight against terrorism and crime. Well, she always says that.

From what I recall the invasion of Iraq was meant to make the world a safer place from terrorism too, but that plan was a complete load of old bollocks as well.

The Home Orifice has already approached telecoms firms and internet service providers (ISPs), they would be the ones providing Nanny with their customer records if the plans go ahead.
"
At the time we were ruled by Labour Nanny, and both the Tories and Liberals opposed the plans for email and call monitoring.

Well here we are in 2012, under a Tory/Liberal coalition government and guess what?

Yes, they now want to do the very same thing!

Terrorism is used as Nanny's catch all excuse to cover all of her rapidly expanding surveillance requirements. In truth, our lives are not being blighted on a daily basis by terrorism but by "low level" crime (yobbery, thuggery, robbery, scummy behaviour etc). These are the issues that need to be addressed.

In this volte face, we see politicians revealing their true nature; dishonest, power hungry snoopers.

There are some Tories, such as David Davis, who oppose this nonsense:
“What this does is make (existing problems) 60 million times worse. The simple truth is that this is not necessary. What’s proposed here is completely unfettered access to every single communication you make.

It’s a very, very big widening of powers which will be very much resented by many citizens who do not like the idea. It’s going to cause enormous resentment."
However, even if we manage to stop this, I am afraid far worse is coming.

Ladies and Gentlemen I present project Stellar Wind (due to go live in 2013):

Gene Genie

Oh dear, I see some tired old Victorian theory about criminality being hereditary and determined by bumps on the head etc, has been dredged up and dressed in 21st century "genetic theory" to make it more plausible.

A University of Texas study recently published in the Criminology journal claims that, although there is no single gene which causes criminal behaviour, there are "probably" a wide range which play a small part in raising or lowering our chances of offending.

Dr J.C. Barnes, one of the co-authors, claims that there are thousands of genes that will incrementally (1%) increase the likelihood of being involved in a crime.

The trouble with research such as this is that, although scientists usually can grasp how probabilities and risk factors work and how significant or not they really are, politicians and the media know fark all about them and immediately work on the premise that an increase in risk/probability means "definitely will occur".

Cue calls by dog whistle politicians and the shouty media for a massive DNA database!

"Rolling Back The Frontiers of The State" - Not!

Oh dear I see that our "Roll Back The Frontiers of The State" government has decided to award local authorities extra funds if they can demonstrate that they have improved our health by tackling air pollution, domestic violence and truancy etc.

Andrew Lansley, Nanny's Health Secretary, will announce that data on over 60 factors that influence health will be collected.

Councils will be expected to boost rates of breastfeeding, tackle school attendance, homelessness, tooth decay and the numbers of young people in the criminal justice system etc.

Lansley is of the view:

“We all want to be healthy. No one wants an unhealthy existence. And the job of the Government – and my responsibility – is to help people live healthier lives."

The question, whenever Nanny is involved, is when does "helping" become "enforcing"?

Anyhoo, rest assured this plan will go tits up:

1 Councils will manipulate data to ensure they win more money.

2 It will be used as an excuse by councils to intrude ever more into our lives, and to collect more information about us.

3 It will cost more than it saves.

4 It will be used by councils to promote whatever "harebrained scheme" single issue agendas they have.

In short, it will benefit us not one jot!

Pussycat Doll's DNA Database

I see that our pussycat loving Home Secretary, Theresa May, is in disagreement with the Joint Committee on Human Rights (JCHR) over DNA stored by the police.

Pussycat May wants the police to be able to store indefinitely the DNA of adults convicted/cautioned, whilst those charged but later cleared (ie "not guilty" in the eyes of the law) would have their DNA stored for up to five years. Plus, in the event of a "perceived" threat to national security, DNA could also be stored by the police.

JCHR are of the view that this would create “a significant risk of incompatibility with the right to a private life’’. It would also create a broad catch-all discretion for police to authorise the retention of material indefinitely for reasons of national security.

Given that Pussycat May hates the Human Rights Act, I assume that she will ignore the committee's opinion.

Databases, when mismanaged by the state, are dangerous beasts.

Nanny's Database

Big Brother

Nanny cannot resist building databases, and hates to remove data from these databases once she has uploaded it.

Therefore it should come as no surprise to learn that Nanny has reneged on a promise to remove the DNA profiles of people arrested but not charged by the police with a crime, ie one million innocent people, from the police DNA database.

Police will retain the DNA profiles in anonymised form, leaving open the possibility of connecting them up with people's names, ministers have admitted.

Currently, in England and Wales, the DNA profiles of everyone arrested for a recordable offence are retained by the police, regardless of whether they were charged or convicted.

The police national DNA database holds over five million profiles, including one million people with no criminal conviction.

Given that our police seem happy to sell personal details and to leak like the Titanic to the press, this is not exactly a very "welcome" development!

I've Got a Little List

What a nice start to the week to discover (aside from the ongoing farce wrt News Corp and our corrupt police et al) that Nanny's "respected" local councils have been keeping a little list of thousands of people who ever crossed swords with her/her councils.

Nanny's councils have listed the details of "undesirable" members of the public who have been involved in any trivial row with the council eg wrt dustmen.

The list covers approximately 9,000 people, most of whom have never been charged with or convicted of a crime.

The list includes car registration numbers, telephone numbers, household pets, nicknames and distinguishing features.

Doubtless these details have sometimes been sold on to certain members of the media.

Nice country we live in eh?

As noted repeatedly on this site, councils have become the enemy of the people.

Nanny's New Database

WTF
Joy Oh Joy!

Nanny, possibly relieved at the avalanche of data being spewed forth about the Murdoch empire's "moral lapses", recently and rather quietly launched "The Police National Database".

Another day, another database!

This particular database will hold the records up to 6 million apparently innocent people, including every victim of sexual assault and domestic violence.

All 43 police forces in England and Wales and other law enforcement agencies will be able to access the database...along with members of News International and their hired stooges (topical "joke" their folks!).

Jennie Cronin, a director at the National Police Improvement Agency (NPIA), the body in charge of the database, estimated that the records of between 10 and 15 million people would be held (that's between 16% to 24% of the entire population).

Given that approximately 9.2 million people in the UK have criminal records, that leaves up to almost 6 million on the database who are we assume innocent.

Approximately 12,000 approved police officers and staff will be able to access the database.

Would these be of the same quality and high ethical standards as those who allegedly sold information and contact details of all and sundry (including the Queen) to News International?

David Davis, the former Conservative shadow home secretary, said in a matter of fact manner and without any apparent irony:

"Historically police databases have sometimes been made available to people outside of law enforcement agencies. This cannot be afforded for the PND to work properly."

Errmmm...quite!

Given that databases are notoriously leaky, and given the ongoing furore over police receiving payments for selling details of ordinary citizens to News International; does anyone trust the database and indeed the police not to leak information?

Seriously, does anyone trust the police any more?

FFS!

BS
I see that some 19 year old, Ryan Cleary, claims to have stolen the entire 2011 UK census (data allegedly held safe by US defence contractor Lockheed Martin).

Needless to say there are now claims and counterclaims across the media and internet as to the veracity of Cleary's boasts.

Cleary is apparently now "assisting police with their enquiries".

All I can say is FFS!

Whatever the truth or otherwise of the statements issued by a 19 year old living with his mum, the furore over the possible hack does rather highlight how much data Nanny and her chums hold about us on computers and how much reliance the state places on the "security" of these systems.

Office Shagging Banned

I was more than a little wryly gemused to read a while ago that Nanny's chums from Fenland District Council's HR department had taken it upon themselves to try to interfere in that most natural of human passtimes, shagging.

The busybodies from HR had got their collective knickers in a twist over council workers having relationships with other council workers.

As such, if you are a hapless member of staff of this sad little council you might have soon been required to apply in writing for permission to shag a fellow member of staff!

This idiotic policy ('Draft People Policy: Relationships at Work') was drawn up by Ms Sam Anthony, the council's head of human resources and organisational development.

HR, now there's a function that adds fark all value to many organisations!

"Intimate behaviour during work time is not acceptable, and this applies during all working time (not flexed off time), both on and off council sites. Any breach of this could be regarded as a disciplinary offence (potentially gross misconduct) leading to disciplinary action."

HR clearly feels it hasn't enough to do, which is probably the case!

The data collected by the busybodies of HR would have been stored on the personnel files of the employees concerned!

Anyhoo, unsurprisingly, this daft idea created a furore and the council mid January duly told Ms Anthony that it was bollocks and rejected it.

I guess she will have to find some other way to justify her role in the council?

Just as well she was never my Personnel Manager when I was a lad, there would have been quite a thick file on me:)

Nanny's Crime Map

I am hugely gemused wrt Nanny's brand new, and much hyped, crime map of the UK.

Within hours of it going online it crashed.

For good measure, when I tested it myself and entered my postcode, it happily told me that there was no police authority in my area!

I find that rather odd, given that I live within 5 minutes walk of the main police station in Brighton.

Nanny appears to be incapable of implementing IT systems without there being some form of significant cock up!
